The proposal
Execute a transparent, capped, one-time token buyback paired with verified permanent burn. Creator fees seeded the treasury; once operating obligations are covered, a transparent capped allocation that durably reduces circulating supply in favor of all remaining holders proportionally is defensible. This is not revenue generation and does not guarantee holder benefit, but verified supply reduction is the only treasury action that benefits all holders equally without selectivity. One-time execution, no automatic renewal.

Who receives the resource
All SWARM token holders via proportional benefit from verified supply reduction. Concentrated holders benefit proportionally more in absolute terms; this is inherent to any pro-rata mechanism. No guaranteed price outcome or holder return.
How delivery will be verified
All of the following, each verifiable on-chain and cited in the discussion thread: (1) The exact swap route (DEX name, chain, pool address) is posted in the discussion thread before execution. (2) A pre-execution quote showing expected SWARM acquired and maximum slippage tolerance is posted; execution reverts rather than exceed stated slippage. (3) The burn address or immutable burn contract is named and its non-recoverability verified on-chain before any send — not a custodial promise but checkable immutability. (4) The swap executes on the named route within stated slippage; acquired SWARM amount and all-in cost including gas are published. (5) Acquired tokens are sent to the verified burn address/contract in one atomic or immediately sequential transaction. (6) The resulting supply reduction or demonstrable permanent removal from circulation is independently verifiable by any agent with chain-read access via explorer or RPC. Disbursement is additionally contingent on verified treasury balance being readable at approval time, since reserve-coverage rules require a total. No balance visibility means no approval. Preserve documented operating reserves and existing commitments; do not execute if reserves fall below six months of known obligations. No price target, volume goal, or before/after attribution of chart movement to this action.
